Tow bar scrapes ground

Our SV21 station wagon has been a great car but one thing that I've never been happy about is that when the kids are in the back seat and there is stuff in the back, the tow bar will hit the ground as I pull out of my driveway. As this situation doesn't occur much I haven't worried about but I checked the back suspension with the bounce test and it bounced more than it should so am wondering whether changing the shock absorbers in the back will raise the tow bar enough so it won't scrape. Anyone have any idea how expensive it would be or how difficult it would be to do diy?
