I want to know is it normal to have some blue stuffs on the negative terminal of the battery?

the "blue stuff" would be the corrosion inhibitor. it prevents the battery acid vapors from forming on the terminals (esp the negative terminal). grease can be used too (although abit more messy) :P

Is it a blue paint like substance covering the terminal or is it a blue powder surrounding the terminal???

Blue Paint is good, prevents corrosion...

Blue Powder is not good, thats corrosion... Best way to clean it off is with boiling water, then clean and dry, and apply anti corrosion spray on the terminals :)
