2002 Rav4 headlights not working

Both headlights are out of action on our Rav4. I've changed the bulbs and fuses and no change. The right full beam works when the stalk is pulled forwards but nothing works (including the main beam indicator on the dash) when the stalk is pushed back. Could it be a problem with the stalk itself?

Contacted Frankston Toyota to enquire about having the problem checked out and apparently there is an outstanding service recall on the car since 2007. They will replace a swithc that is likely to be the cause free of charge. If that doesn't fix it they will try and find the problem and fix it at my cost.
