It depends on your state road laws. If you are willing to take the risk, go for it.

Go to another tyre shop and see what they say.

When I bought my 1995 Honda Prelude, it was fitted with 18" mag wheels instead of the standard 15" mag wheels.

Lower profile tyres, worn shock absorbers etc had contributed to the mag wheels being buckled.

Ended up getting a replacement set of 16" mags with higher profile tyres much cheaper than replacing one of the 18" tyres.

This would be true for a 20 inch rim, but no where near as bad with 18's. 

Ride quality is purely subjective, some people prefer a more rigid ride than spongy.

Rather than changing the tyre size, have you considered changing to a different type of tyre, I recently had to replace my tyres with a set of bridgestone potenza re003's and am yet to break traction, even after quite a "spirited" drive down old pacific highway.

I always heard as a rule of thumb that you could go one size bigger(width) on the supplied rim. 

Unfortunately, you won't know until you try it...
