Low Beam comes on with High beam, but not by itself

Hi folks

Just stumbled across this club while trying to solve a problem with the  headlights in my 2000 Avalon Conquest

My left low beam no longer comes on. (the right one is fine) I saw it fail as I turned on my lights yesterday. It comes on when I turn on my high beams, so its not the actual bulb. I've checked every fuse that I can see. I'm guessing there's a fuse I don't know about or perhaps a relay.

Hope someone here can help. Thanks in advance.

I think it's a H4 globe which is dual filament. It has a low and a high beam filament in it along with a separate single filament globe (H7 from memory) for the actual high beam.

I would pull the globe and check visually, then swap to the other side.
