2018 Camry recess under carpet in footwell

We just bought a 2018 Camry, low KS, nice car.

 

One strange thing we've noticed though, in the front footwell just where the passenger puts their foot to step into the car, there is a large recess / hole in the floor under the carpet, which the carpet sinks into and the edge of the carpet then gets pulled out from under the plastic trim along the bottom of the door opening.

Is this normal or is there something missing from under the carpet?!?
