George v

Hi all. I have a 2007 hiace slwb d4d 3litre turbo diesel. For quite some time now it goes into limp mode and I have had Toyota check it and it comes up with fault code p1251. The engine is also a bit low on power.I have done some research which all point to the turbo and or turbo actuator. I have replaced the turbo and actuator. I have also replaced the turbo module under the dash and the fault still occurs. Has anyone else had this problem and found a fix for it ?
