How do I know whether they are oversized or not when measured.

Hi, I recently replaced the back seals and brake pads on the 98 hilux. Since then I have no handbrake and the brakes are pretty soft. Near to nothing in reverse. A friend suggested that maybe the drums are oversized and the pads are not. How do I know. Any help would be great thanks.
