I have 18s on my Celica and have never had any dramas with handling. I am in the market for some lightweight 16 or 17s though...

I also have a GT4 bonnet and bumper waiting for paint and fitment.
I've had the car for about six years, but only started the serious mods this year. I have a few little niggles to sort out then I plan on doing some more track days.

I probably wouldn't waste much time or money on the 5SFE. Have you thought about a Beams swap? I did mine about a year ago and I'm loving it.
Depends how much you want to spend really. If you don't want to spend much then I'd say concentrate on handling rather than the engine.
