New Headlights Flickering Out

I installed new headlight bulbs in my 2007 RAV4 recently. However, every time I turn them on they both flicker out simultaneously after about 5 seconds.

What could cause this issue? I don't think it is the bulbs because they can be turned back on again, and there are no blown fuses.

A friend mentioned something about a ballast, but I am not knowledgeable enough about car electrics to do anything about that.
