I have a 2l in a 4by 4 van that is struggling to pre heat. Have replaced worn glow plugs. Voltage of plugs is seven but only about 2 or 3 getting to them. Have replaced resistor. About 10 volts to resistor then it drops to about around 3. ??????????????????????????????????????
