Testing vacuum advance

Have a 89 toyota hilux with a petrol 22r 2.4 litre carb mt.Losing power on any incline.Could this be caused by a malfunctioning vacuum advance on the distributor.When sucking on the vacuum hose closest the radiator there is sufficient vacuum to increase engine revs,inside connection no vacuum at all.Could this be my problem Quote for new vacuum unit from repco $130 no complete distributor available.Engine was recod by gem about 35000 klms ago
