Toyota Celica '96 5S-FE no spark

Hi everyone, I have spent too much time on my Celica and even my mechanic is stumped at figuring out the issue so any tips will be appreciated. Here is what has been done, immobiliser disbabled, distributor replaced, igniter replaced, EFI relay replaced, and EFI 15AMP fuse is not blown. I tried jumping E1 and TE1 in the diagnostic port to try and get a code from the CEL but it doesn't light up, I think it might be burned out so I will have to get on that. I am now clueless about what to do next, it could be the ECU but I can't find any pointers too that.
