fuel gauge updates on key cycle

2001 Toyota Echo

* Engine1.5L / 4 cyl / Petrol

* Trans5-speed Standard Transaxle

* DeliveryFuel Injection

* 2Nz-Fe

The fuel gauge is stuck at on location, it only gives the correct reading once I cycle the ignition key off/on.

If it is at one level. it stays like this no matter where I move the lever on the sending unit. the purple wire "sending wire" voltage changes (5.47 fully down, .56 fully up) as I move the lever but the gauge does not.

Can it be the gauge. if it is. do I replace the whole instrument cluster or there is a module/gauge in there?

The visual description of the fuel gauge: It has 8 bars, when the tank is 1/2, 4 bars light up. It is not an analogy needle but LED light for each of the bars.
