1976 Celica GT Fuel Pump

I recently had my gas tank cleaned and relined and a new fuel pump installed. I then had someone take off and rebuild the carburator. After it was taken off I let the fuel pump pump out the gas in the gas tank so I know it was working (this was 3 weeks ago). Last night after the carburator was put back on the fuel pump does not work. Tonight I put a test light on the wiring to the fuel pump and it only works as the car is trying to crank. Then I decided to check the gas gauge and it goes on and off like a turn signal. Does anyone have any idea what is causing the problem? Nothing has been done to any wiring that I know of.
