Dizzy power issues

Hi,

Car: 1994 ST204 Celica

My car isn't starting and i have narrowed it down to the ignition system.

There is a plug going into the dizzy, which has four wires.

When the key is on ACC, all four wire shows 0.75v, and when i try to start it, all show 1.0V.

Also, i checked the resistance of each wire, and through the red wire, i do not get any reading.

Is this normal?
