If i am wanting to buy a car wax from the USA, and its a liquid form, will there be any restrictions in bringing this into Australia? I am in Perth WA if that makes any difference...

It shouldn't. Its not going to harm anyone compared to ordinary wax im guessing so it should fine.

im getting some M26 HiTech wax in liquid form, as they only sell in the paste here in Aus which is a pain in the rear end to apply, with the liquid i can use my DA to apply it quicker... and also some other bits like pads and backingplates... seem to be cheaper OS

I've had wax and other liquid car wash products shipped around Australia no problems, so at the local end you should be fine. Find out which carrier it would be posted with, and ask them. I can't imagine you'll have any major problems getting it in.
