OZ newbie question

I m new to OZ..

There's a good variety of number plates that i see in VIC n I hope someone is able to tell me their differences and how to get them..

The "normal" type I presume are the blue text on white background with "Victoria - The Place To Be" at the bottom..

Another type only has the "VIC" letters, arranged vertically on the left.. Are these special plates?

I know Australians have the privillege of having custom plates for their vechicles of up to 6 characters... This is very cool, You never get to have these at where I come from.. I wonder how much does it cost to have one
