1992 75 series ute with 1hz engine overheating radiator

Hi guys, 

Bought a project 75 series with a replaced 2001 1hz engine (NA not turbo)

Strong healthy engine, no blowby, doesnt blow any smoke at all, no milky oil which would indicate cracked head or piston damage. 

Found radiator was burning hot at idle after 2-5mins and even before coming up to operating temperature

The dash gauge is displaying no signs of overheating however when you touch the radiator it is red hot.

I replaced with a brand new 3 core radiator with new rad cap, and at the same time put in a new thermostat, new top and bottom hoses, checked the fan clutch which was well lubricated. All parts are OEM

I flushed the engine several times and a fair bit of gunk came out- think they may have used bore water and its sat for a few years in the shed. I am unable to drain the block as after 98 they changed the 1hz's to not having one? (don't know if im right about that though)

The brand new radiator is still running hot, the only thing I havent done is change the water pump which I am going to do this weekend as a matter of replacing things. I am also going to do a cylinder head check and check for exhaust gas in the radiator this weekend. 

For the life of me I can't figure out what the hell is happening and why?  Could it be electrical? Has anyone else come across this at all or have any suggestions cause its driving me mad!
