I’ve got a 2004 Camry which after heavy rain has had a drivers side footwell soaked with a puddle of water.  
I’ve cleaned it up and narrowed it to the drains under the windscreen cowl.  
(tested with hose into the drain). 
water still flows out the bottom of the drain or appears to but water flows down from behind the dash down to the floor.   
 

what would cause this?   Can a partly blocked drain cause water to come inside the car?   Short of blocking the drain which isn’t the best thing to do what other solutions are there.
