I bought a 2011 Camry a few years ago now, coming from a Saab 9000. The auto in the Saab was always locked in third/fourth, regardless of speed or throttle position, however in the Camry it locks and unlocks at will. Not only does this reduce efficiency, but it is a little annoying as well. 

Is there a way to make a small modification so that the torque converter is always locked in 4th/5th?

There would be, but you may need to be the pioneer on how to actually make it happen. I am yet to see it done; in fact, I think you are the first to address the issue.
