Sounds a little too gimmicky for me. Any physicist here who can give a moe scientific answer other than our 2 cents worth of opinions? :D

I have used them (fitch and hiclone)

Did they improve mileage ... Fitch could not tell on my car(see lower quote) Hiclone ..well slightly

Power well . Fitch I could not tell .Hiclone definitly improved power

Was it a waste of money weel that is a question Fitch probably but I only had them in that car (to which it was installed) for a short period of time before I got rid of that car to buy the red rocket. I did not remove them from the car as they were installed in to the petrol tank. On my motorcycle I have one that improved power (fitch) mileage roughly the same.

They won't save you much if you drive your car hard which in most of our cases is probably correct. In my case with the motorbike well I just ride the thing hard when I am out with others.
