Fog Lights wired to High beam

Hi,

I have been wondering since it is now illegal (in QLD) to drive with fog lights in clear weather, if i could easily connect my fog lights just to the High beam. I like to have the extra spread while driving. Also if i was to do this, can the fog lights be upgraded to higher powered bulbs or will they melt?
