I have a 7th gen 2000 automatic celica. On start up, the car has to be warmed up for a couple of minutes before taking off. If you take off before that, the car is extremely sluggish and non-responsive when pressing the throttle. It seems as if there is no choke or there is little to no fuel getting to where it needs to get to. This something that seems out of place for a modern car. Does anyone have any ideas about what the problem could be?

I had some problems early this year with accelerator hesitation, so I took it to my mechanic. They changed the spark plugs and cleaned the throttle body and I can't remember what else they did. That worked for the hesitation but not for the cold start.

Cleaned the throttle body eh... Did they at least check the air filter? Cleaned Maf sensor? Service the fuel filter? How many kms done on the car?

Maybe fault maf

Yes, now that you've mentioned it, they replaced the fuel filter that's inside the fuel tank, the air filter and checked the throttle sensor. The car has done about 170 000 kms.

clean the ICV (idle control valve). that will fix it

i get the issue too because of carbon build up, after cleaning this, it is much much better.

you'll need to remove the throttle body, then the ICV to clean it.

but with toyota, you'll need a 5 star screwdriver to remove the ICV, which nobody sells
