      Actually it is - the "high" is a reference to the highlands of southern Germany, ie the foothills of the Alps. The lowlands of northern Germany (and by extension Holland/Belgium etc) speak "low" German. Despite popular belief it doesn't have to do with class or perceived superiority/seniority
