Depending on the type of the caliper, especially the "screw" type you may damage it with a clamp. Fluid should be changed at a maximum of 12 months; and more frequently in humid climates.
By the time you get the new skirts, get them painted and fitted, it will be costly. You may be able to source some second hand ones off a wreck. Look on eBay, Gumtree, wreckers, etc. and you may save yourself a few dollars.

If you are referring to the balancers that spin the wheel whilst the vehicle is either jacked up or on a lift, it will do a good job of destroying a CV joint and boot whilst operating at those angles.
