You know that poly bushes aren't necessarily 'better' than a rubber bush? Poly bushes will give the car a better road feel but it cripples your NVH, especially if it is the control arm bushes. I am sure Grandpa or Mr/Miss 'I don't care about my car as long as it is in serviceable condition' would really see huge gains from a poly bush. -
He wants a service. Not a twin-turbo 2jz conversion with ECU tune. Any of the commercial mechanics (or a Toyota dealership) will be fine.

A basic service is usually the same across most mechanics. They usually compose of: - engine oil change - engine oil filter change - vehicle inspection (suspension brakes etc) but they won't do any other work unless approved. As Jeffy has said, it is more a case of which mechanic do you trust most? It's probably worthwhile getting the car serviced and shouldn't be much more than $150. -

Listening to classical in your situation is WORSE. Bass is easy to get and it's cheap (even if it is crap quality, which many don't seem to mind). Clean and crisp mid and highs are much harder to get on a budget. -

It is a Camry. Most mechanics would have serviced about 10000000 of them in their time being open. The difference between the work completed should vary little if they do a logbook service. In terms of performance you probably won't get much over the factory tune; you might get more efficiency but the cost may not be worthwhile. You might get marginal gains using a 95/98 octane fuel.

4 struts only, you transfer over everything else (bump stops, springs, hats etc). I can't comment on the ride VS a 4cyl as I've never been in one.

10K using full synthetic is fine. Unnecessary though.

I am no mechanic but I simply have them left because my dad's car was written off the other week and we didn't get time to change the struts over. You are looking at $430-$460 for a set of KYB's new for the Gen4, I can let them go cheaper than that; if you're interested, please PM me. So how exactly does the car feel when you hit bumps and things? My dad's one was awfully bobby after being run on the same shocks for 175km

5000km is excessive for the 2az. You can get away with 10000km no problem, just use a quality Semi-synthetic oil. I change mine every 7500 and I don't exactly baby it.

What do you mean by noise? Simply replacing the struts with some new ones (i would recommend KYB Excel-G ones, which i have a set for a gen4 brand new if you are interested) should give you some ride quality back. I found the suspension on my dads ex-conquest too soft for my liking. Soft or hard; really depends on what you like. A set of SuperPro steering rack bushes will give you a much better steering response and sharpness.

KYB make the best ready to go off the shelf struts. Koni don't make off the shelf shocks for the gen4 but you can get some made up.
